I think I kinda get it. So here what it is.. A person with jeweled eyes always has a bad fortune right? So I assume that Ella’s mother has the eyes and she’s afraid of the fate she’ll die or something like that. She’s from the Aer tribe where marry a person other than own tribe is illegal or something like dat. No the jewel eyes actually was inherited from the dad / emperor sides as explained in the previous chapters. Not from the mom’s.
My understanding is: because the tribe has extremely long life the mom couldn’t bear it and decided to commit “suicide” by having a child with outsider (not member of the tribe), which is the emperor. Probably the emperor helped her despite having no love for her.
And the spirit snake dude is a member of the tribe whose role is to monitored the mom. As explained in this chapter, they could live forever as long as two members of tribe stay together so they could remember each other.
